is coming to Campbell River in the fall. “We are very excited to have been selected as one of the 10 locations is BC to offer this amazing program.” says Diana Camerin, Career Facilitator at Timberline Secondary School. “If you think you would like to start a business either immediately or in the future or if you just would like the information then this program will be of interest.”

The Aboriginal BEST program hopes to draw participants from Northern Vancouver Island and Powell River. “There are no other sites on the Island this year that will provide this training to our Aboriginal communities. We want to be inclusive and would welcome participants from down Island, Powell River and the northern part of the Island as well. There will be an introductory session taking place on Wednesday, September 22 and the session will repeat on Sunday, September 26.” These introductory sessions will outline the program material, dates of the program, mentorship opportunities, guest speakers and the final graduation ceremony. Camerin states “We would like to have between 24 and 40 participants in the program. CAMERA’S ROLLING IN CAMPBELL RIVER AS YOUNG DIRECTOR SET TO FILM THRILLER

Directed by Michael Stevantoni age 14, “Cipher” an action thriller began filming on August 16th. Produced by Michael Stevantoni and Diana Stevan and adapted from the original screenplay AURAUCARIA by Martin Lancaster. Michael brings with him a portfolio of short films and once completed“Cipher” will be enter in film festivals circuit.
“This has been a wonderful project to work with,” comments Vancouver Island North Film Commissioner Joan Miller, “fostering the development of local talent is part of our strategic plan. Michael could very well turn out to be the next Spielberg, its all about talent, passion and professionalism.”
This thriller is about a detective who races to decipher a cryptic message left by a serial bomber. He soon realises that the message reveals the identity of his next victim. In the end, he is faced with a choice that no man should face.
Local actors play the leads and supporting roles. Ryan Mennie plays Harry, the detective, who is in a race against time to unscramble the messages. The bomber, is played by Andy Peterson. Harry’s partner, Simon, is played by Robert Hall, Harry’s wife by Christina Peterson, and the officer by Michael Whitmore.
“The community response has been so positive,” says Tanya Price, INfilm’s Special Project and Locations Manager,”locations for shooting have been made available by The City of Campbell, North Island College, Timberline Secondary School, Discovery Inn and Marina. Michael is one of many talented locals. We hope to see much more of his work on screen in the future.”

TV show to film in Tyee Pool

Tourism Campbell River & Region, Rivercorp and Hilmark Boats are pleased to welcome Gary Cooper of the television program Nice Fish to Campbell River to film an episode on the famous Tyee Pool. The filming is scheduled to take place August 17 and 18.

Nice Fish has been in production for 22 years and is aired in six countries. Operating out of Victoria, the show airs on numerous television channels.

The Greater Victoria Film Commission announces that Film Commissioner Jo Anne Walton is resigning

from her position. Ms. Walton, who has worked for the Film Commission since November 2009,

tendered her resignation July 19 to accept a position in her hometown of Vancouver.

The GVFC Board of Directors would like to thank Ms. Walton for her contributions and wishes her the

best in future endeavours.

“Jo Anne has made significant contributions to the Greater Victoria Film Commission during her term. She has revitalized the GVFC and created a solid foundation for moving forward. We would like to thank Jo Anne for all she has done to put the Film Commission on the road to success,” says GVFC Executive Board Director Annie Wong-Harrison.

“It has been a great opportunity to work with the GVFC and the Greater Victoria film community. We’ve built an active new body of volunteers and board members, put in place industry networking initiatives for our 100-strong membership, expanded our marketing presence and kicked off a corporate sponsorship program to better connect business stakeholders with our film industry partners,” says Ms. Walton. “We’re confident these initiatives will continue to build a strong GVFC presence in marketing Greater Victoria as a fabulous filming destination.”

The GVFC is pleased to announce that Ms. Kathleen Gilbert will take over duties as Greater Victoria’s new Film Commissioner August 16.

Ms. Gilbert is a well-known member of the Greater Victoria film industry, bringing more than 18 years of film experience to the role. A member of the Director’s Guild of Canada for 13 years, she has worked on more than 65 productions, with over 50 credits as a location manager and 20 years location scouting experience in the Greater Victoria area. Ms. Gilbert was a vice-president and founding member of CineVic in Victoria, and brings non-profit experience in managing multi-million dollar programs for the Anglican Church of Canada. She most recently served as a director on the Greater Victoria Film Commission Board.

The Film Commission will be moving to the Greater Victoria Chamber of Commerce on August 6th. The GVFC thanks the GVCC for its generous contribution of new office space as an Executive Producer – Gold Sponsor of the Greater Victoria Film Commission.

NM Profitable Film Programs

California study by Milken Institute shows states like New Mexico have developed profitable and sustainable film programs.
Governor Bill Richardson today called attention to a new report by the prestigious Milken Institute that clearly shows the positive financial impact to states and countries that offer responsible and sustainable film industry programs.
The study was done for the State of California and reveals the devastating fiscal impact caused by the migration of film and television production out of the state.
“This study illustrates the value of our film initiatives from the point of view of a state that has lost significant numbers of jobs and revenue because of intense competition from places like New Mexico,” said Governor Richardson. “It clearly shows that we are a global film force to be reckoned with, and what we stand to lose if we don’t continue our efforts to build and support the industry here.”
The Milken report looks at the numbers of jobs and amount of revenue that California could have saved had it implemented many of the initiatives adopted by states such as New Mexico.
The report determines that for every job created in the film sector an additional 2.5 jobs are created in other sectors.
It estimates that California lost more than 36,000 jobs and more than $4 billion in revenue since 1997 because of film business that left California.
The report recommends that California (which recently began a new film production tax credit of its own) take a number of steps to encourage production in the state, many of which track what is being done in New Mexico.
“The Milken report recognizes the value of not just financial incentives but many of the other key aspects of our program, including strong training program in colleges and universities, emphasizing new, ‘portable’ digital technologies, and collaborating with local communities to create a truly focused, film-savvy environment,” added Eric Witt, the Governor’s top adviser on Film and Media Industries.

Since Governor Richardson took office in 2003 more than 141 major film and television productions have been made in New Mexico, with an estimated economic impact of more than $3-billion.

INDEPENDENT FEATURE FILM LOOKING FOR LOCAL CREW AND TALENT IN MT. WADDINGTON REGION

“The Vancouver Island Film Commission (INfilm) is working with a production company that is tentatively slated to film in the Mt. Waddington region in the spring of 2011” comments regional Film Commissioner Joan Miller.

“The producer has been in discussion with the Quatsino First Nation and hopes to bring his feature to life utilizing the old Utah Mine facility and the surrounding property. He is very interested in hiring as many locals as possible, such as actors and background extras as well as local businesses” explains Miller.

The main characters are a young women between the age of 18-25 with a young looking face and male who can be any age, but needs to be at least six feet tall with a large build. Additional cast range between males ages 20-45 and females ages 20-30.

“Anyone who is interested can go to INfilm’s website www.infilm.inlocation.ca/resources and register on the on-line CREW, BUSINESS and LOCAL LABOUR database. It’s a free service and that way the film’s producers can easily find you” added Miller.

“I am trying to gage the level of local expertise available in the Mt. Waddington region” say Paul Whittington, Producer / Director for Orange Core Films, “I would prefer to utilize local hire rather than bring in people from outside the community and will start the casting process the beginning of 2011. It is economically more viable for our company and it is a great way to build local relationships.”

“Quatsino First Nation is supportive of new initiatives, we have great locations and infrastructure and we are interested in expanding our economic portfolio to include the creative industries. We have accommodation and a great airport close by, no one can doubt our natural beauty,” comments Dave Schmidt, Quatsino Economic Development Corporation “we hope this is the first of many productions.”

New HST Tax Good for Film Industry

The Impact of Harmonized Sales Tax (HST) on the Film Industry in BC

British Columbia will harmonize its provincial sales tax (PST) with the federal goods and services tax (GST) effective July 1, 2010.
The PST of 7% with the GST of 5% will result in a combined Harmonized Sales Tax (HST) rate of 12%.
The HST will be administered by the Federal Government of Canada, not the Province of British Columbia.
HST is a single harmonized value-added tax. Like the GST, the HST will be recoverable for the film industry.
The harmonization of PST and GST will result in lower costs of production as the film industry in BC will no longer be required to pay unrecoverable PST.
Harmonization will be a welcome relief to the film industry in BC. In addition to actual cost savings, it will also reduce sales tax compliance time and costs.
Transitional Rules
Transition rules will apply to transactions that straddle the July 1, 2010 implementation date. The HST will apply to goods and services purchased on or after July 1, 2010. In addition, the HST will generally apply to prepayments for goods or services that would be provided on or after July 1, 2010.
To the extent the purchase of goods that would be subject to PST can be delayed to after June 30,2010, PST savings of 7% can be realized.
Temporary Restricted Input to Tax Credits
Film industry businesses with annual sales in excess of $10 million, will be subject to a temporary restriction on recovering the provincial component of the HST for items such as energy, certain telecommunication services, certain road vehicles and food, beverage and entertainment expenses.

Creative Industries Strategy in the Works for Campbell River
A bold new initiative is inspiring collaboration between First Nations, industry, business and the City of Campbell River to develop a new economic sector in our community that has global potential: creative industries.
The Campbell River Creative Industries Council (CRCIC), made up of a number of community organizations, aims to incubate and accelerate the growth of a cluster of creative industries in our community. The cluster would be a complementary group of businesses ranging from advertising, architecture, art, crafts, design, fashion, film, music, performing arts, publishing, research and development, software, toys and games to TV, radio, digital and graphic design, animation, stereoscopic 3D and interactive games.
“This strategy has the potential to turn Campbell River into a destination for creative thinkers, developers and producers and for our community to become a leader in this field,” explains Dan Smith of the First Nations Summit and chair of the newly formed Campbell River Creative Industries Council.
While many BC communities with great lifestyle opportunities are looking at new economic sectors, and the creative industries is front and centre as a stable sector with growth potential, Campbell River offers something more attractive for prospective businesses and investors, explains Joan Miller, Vancouver Island North film commissioner.
“The Campbell River Creative Industries Council has developed a business charrette that identifies our community’s unique position with established links to education streams, infrastructure for connectivity, First Nations cultural opportunities and world-class content,” she says. “Our strategy pulls together existing initiatives with ongoing activities to create a cohesive action plan that is supported by several community organizations and demonstrates the strong collaborative spirit found in the Campbell River region.”
"This is a holistic opportunity to bring together local culture with world technology,” says Rod Naknakim of Laich-Kwil-Tach Nations. “This initiative provides connectivity and cooperation between the City of Campbell River and First Nations.”
It’s that combination of attractive lifestyle and the community’s spirit of collaboration and willingness to facilitate the industry’s needs that makes Campbell River attractive to creative industries.
“Having worked with the team in Campbell River for the past year, there seems to be a great deal of passion and experience driving this initiative forward,” says Rick Stringfellow, senior art director with Electronic Arts Canada. “With the local talent for art, the community support and the industry support from Vancouver, there is great potential for growth within the creative industries in Campbell River.”
“Genius Factor Games is very excited about the changes happening in Campbell River and has seen firsthand the commitment to change, the amazing lifestyle Campbell River and its surrounding areas offer and the forward thinking that we believe will bring economic change and improvement to the Island,” adds Ted Nugent, president of Genius Factor Games in Vancouver. “These changes make Campbell River relevant to our long-term planning, and we are serious in considering establishing a base of operations in the area. We look forward to working with the community, education groups and content partners participating in this plan!”
“The timing couldn't be better for Campbell River and 3D technology,” adds Craig Harris, a stereographer with Benevolent Creative Group in Vancouver. “I am increasingly confident that leaders and innovators will emerge from Campbell River, and I stand behind the vision of the Campbell River Creative Industry Council knowing they will lead the charge with passion while valuing the people involved.”
Comments Mike Riesterer, a land and real estate developer with G5 Management in Vancouver: “I was one of the early developers and business owners when Vancouver’s Gastown area started to transform from a run-down skid row to a vibrant artistic and creative enclave in the late 1960s. I can see the potential to create a similar energy in Campbell River.”
“I work in audio post production in Vancouver, but Campbell River is my home and I would sure like to come back home one day to take advantage of opportunities in my field,” adds Matt Gionet, IT manager with Dubroom / Airwaves Sound.
Partners in the CRCIC, the City of Campbell River, the Laich-Kwil-Tach and other First Nations recognize the creative industries offer immense opportunities.
The CRCIC will collaborate with various organizations and institutions to provide a framework for education and training in new media and careers in related industries. “This will allow our youth to develop skills locally for jobs that provide wages comparable to many of the resource sectors jobs. Many people in the community have expressed a desire for this kind of growth, and many people in this community are already engaged in a variety of related efforts to help get us there. With this initiative, we now have a consolidated hub of strategy and communication, one connected to an engine and a rudder to drive us toward our destination,” says Smith.
The CRCIC expects to generate economic development and help attract and retain creative industries by assisting the creative industry as well as local organizations and businesses to accelerate their projects and programs. “We would like to see this happen in a facility that provides the basic infrastructure for a cluster of creative organizations all under one roof,” he adds.
“The CRCIC intends to foster and grow a collective body of stories that our community will be known for,” Smith continues. “We will celebrate our past, present and future through story. Every business, every culture, every picture will tell a story. This will be reflected in our buildings, streets, airport, etc. We can capture stories in many ways, through public art, music, dance, theatre, books, film animation, documentaries as well as electronic and mobile delivery, downloads, animation, games.”
Funding for the strategy will come in several ways. “For aspects that benefit the community in general we will seek government funding, and some opportunities exist for entrepreneurs to invest and receive a return on their investments,” says Roger McDonell, INfilm president. “The CRCIC will create a for-profit research and development company whose initiatives will create a cash-flow to support the work of the organization.”
The CRCIC anticipates results will start to show as organizations and businesses interested in setting up shop in Campbell River review the community’s response to the strategy to attract a cluster of creative companies.
“Over the next four months, the CRCIC team will be developing the foundation for the organization, and within six months, several of the components could be well under way,” Smith confirms.

The ART of Friendship is a cultural exposition on the topic of friendship, and featuring several mixed-media events including film screenings, art gallery exhibits, music performances, and community art-making.

The Expo kicks off with two screenings at Reel Films at Frelones, 2781 Dunsmuir Avenue in Cumberland.

Tuesday, June 15 at 7pm there will be a screening of the film ‘BENNY AND JOON’ (1993) Directed by Jeremiah S. Chechik. With Johnny Depp, Mary Stuart Masterson, Aidan Quinn. A mentally ill young woman finds her love in an eccentric man who models himself after Buster Keaton. Rating: G

Wednesday, June 16 at 7pm there will be a screening of ’50 FIRST DATES’ Directed by Peter Segal. With Adam Sandler, Drew Barrymore, Rob Schneider. Henry Roth is a man afraid of commitment up until he meets the beautiful (forgetful) Lucy. Rating: PG-13

Both of these screenings will be by donation.

On Thursday, June 18 from 7-10 pm there will be an art opening and community collage creation at Zocalo Cafe, 208 5th Street in Courtenay. There will be storytelling and a musical performance by special guests Hazel Lennox, Judy Norbury and friends as part of the evening.

On Friday, June 19 at 5:30 there will be an community barbeque at Simms Park. Free hotdogs, hamburgers, veggie dogs and burgers will be served.

The live music portion of this festival will take place on the evening of Saturday, June 19 at Zocalo Cafe, with DJ Souls and live musical performances.

The intention of The ART of Friendship expo is to build bridges within the art community between all of our diverse members. The theme of the event is Friendship, with all of its complex nuances, frustrations, successes and negotiations. The ART of Friendship is a Friendship Project Initiative, and this is the first year of this Expo. The Friendship Project works with young adults with developmental and cognitive disabilities towards forming friendships within the Comox Valley Community.

The theme of the fourth Nepal International Indigenous Film Festival (NIIFF 2010) is "Indigenous Wisdom and Youth". The yough will host a technological workshop where they will share how techniques and technicalities can be used to conserve indigenous knowledge and wisdom.

TAX CREDITS FOR FILM AND INTERACTIVE DIGITAL MEDIA

A proposed new tax credit for digital media, combined with changes to provincial film tax credits, recognizes the convergence of these sectors and supports the continued growth, development and competitiveness of B.C.’s video game and film sectors and the related employment they provide, Finance Minister Colin Hansen announced today.

“This is a made-in-B.C. incentive package that recognizes convergence is taking place within the film, television and the increasingly important video game and animation sectors,” said Hansen. “We are responding to industry needs and recognize that film, television, animation, and visual effects companies contribute over a billion dollars annually to the B.C. economy and generate thousands of jobs.”

Subject to approval by the legislature, the planned tax measures include:

· New BC Interactive Digital Media tax credit for video game development of 17.5 per cent of qualifying B.C. labour costs.

· Production Services Tax Credit on labour costs for foreign productions increased to 33 per cent from 25 per cent.

· Digital Animation or Visual Effects tax credit bonus increased to 17.5 per cent from 15 per cent.

· Qualified B.C. labour expenditures cap increased to 60 per cent from 48 per cent of production costs.

It is proposed that the film tax credit changes be effective for productions with principal photography that begin after Feb. 28, 2010. The BC Interactive Digital Media tax credit will be effective for qualifying video game development projects that begin after Aug. 31, 2010.

A new dimension this year -- and a giant experiment -- Hothouse 6 will be produced in stereoscopic 3D! No need to dust off your red and blue glasses or script elaborate face-poking scenes; this is about using space as an essential story device and expressive tool (intimacy, fantasy, paradox, etc).
Hothouse is about making animation faster and more flexibly, embracing animation’s many possibilities while maintaining creative and technical excellence. We’re looking for six new talents who are willing and able to jump head-first into this intensive, immersive experience.

The deadline for entires is fast approaching for entries to the 2010 Cowichan Aboriginal Film Festival and must be post-marked February 15,2010. Fees are waived for this years entires and you are asked to please submit 2 copy's of each film entry. Entries will be considered for screening at the film festival as well as at related festival screenings and mini fest's that we run through the year in partnership with community based organizations. Filmmakers will be notified at which events their films will be screened.

Selected youth entries will be screened at our youth showcase with the possibility of being selected for screeing related to our community based youth programs. See details in our registration packages for youth awards and categories.

2009 was an incredible year for the festival we were honoured to recieve
films from emerging filmmakers around the world and screened films from
South America, Australia & Europe as well as many from the USA & Canada.

We had an amazing round of guests and facilitators last year including artist Like Marsdon, Filmmakers Brian Rice, Micheal Auger, Harold Joe, Cowboy SmithX, Marilyn Thomas, a moving speech on Opening night from Lieutenant Governor Steven Pointe and a host of other amazing and

inspirational people.

In addition to the fabulous works of the emerging filmmakers we were impressed with the number of youth entries and the quality of the youth films and handed out scholarships to some very talented students at our Youth FX Awards Ceremony. Out youth FX workshops were overflowing with talented youth who took part in two days of film, acting, drum & dance, marimba and African Boot Dance. These dedicated and courageous youth auditioned for roles, filmed, acted and performed at their opening ceremonies. 2010 will feature two days of youth workshops, an awards day and a youth screening afternoon, see website for more informaiton.

Osborne and Park Road Post Production. Aimed at producing a winning three minute film which captures the essence of 100% Pure New Zealand, the competition is open to anyone around the
world. Contestants have between 9 December and 15 January to submit their competition screenplay. Four finalists will be selected by an industry panel, including Lord of the Rings producer Osborne, and a fifth will be selected by public vote. Finalists will then shoot their short film with Osborne’s support before a winner is chosen by iconic New Zealand producer and director Peter Jackson. The winning film will screen on US television. MPPIA Announces 2009/10 MPPIA Short Film Award in Partnership with BC Film and the Whistler Film Festival: Application Deadline Friday, September 25

Vancouver, Canada – The Motion Picture Production Industry Association of British Columbia (MPPIA) is pleased to announce the 2009/10 MPPIA Short Film Award, a partnership initiative of MPPIA, British Columbia Film and the Whistler Film Festival. The MPPIA Short Film Award is made possible through the support of industry professionals and suppliers from across BC’s established motion picture production community.

“The 2009/10 MPPIA Short Film Award marks the third season for this exceptional filmmaking opportunity and we are very pleased with the results thus far,” says MPPIA Chair Peter Leitch. Leitch adds, “Thanks to the Award’s many supporters, this is truly an industry wide effort to support British Columbia’s next generation of talented filmmakers.”

Founded in 2007 to recognize and celebrate the contribution of film and television to the Province of British Columbia, the MPPIA Short Film Award provides one filmmaker with the opportunity to further develop his/her directing career by realizing a unique creative vision in a short film project. Applicants will be short-listed into a field of candidates who will pitch their projects at the 2009 Whistler Film Festival.

In 2009, the successful candidate will receive a $10,000 cash award from MPPIA and a $5,000 cash award from British Columbia Film. In addition, MPPIA will solicit and coordinate donations of services “in-kind” from its membership. In this way, the successful applicant will have the opportunity to complete their project with the guidance of experienced industry professionals and support services provided by the top supply houses in British Columbia.The completed film will have its world premiere screening at the 2010 Whistler Film Festival.

We’re gearing up for the next edition of the Vancouver Film and TV Forum, Sept. 29 - October 2 , 2009 with New Filmmakers’ Day scheduled to take place on Oct. 3. One of our new initiatives this year is STORYVILLE VANCOUVER and we hope that you’ll be as excited about this as we are. A gentle reminder that the deadline for receipt of submissions is August 24th.

Pre-selected creative, Canadian feature length (minimum TV hour) documentary projects at various levels of development will be publicly pitched to international commissioning editors with accredited Forum observers in attendance. Timberline Animation & Digital Art Summer Camps

Timberline offers one-two week summer camps for participants from 10 years old to adult in age.

This year it will be in the first week of July. The Animation and Digital Art in the morning and the Game Design in the afternoon. Video lessons are available so that students can learn at their own pace. We have included a few of the intro lessons here in the web page. The screen resolution in the digital arts lab is 1280 by 1024. You may want to set your screen resolution to the same when trying them out. I would encourge you to book a lesson to try out a selection before you sign up. These mini lessons are usually after school. Mr. Coad donates his time so all registration fees go back into the digital arts programs of Timberline.

Colin Thomas, back right, Edward Coon, back left, Vincent Arellano, front left, and Brandon Martin, front right, got all dressed up in some new floor hockey equipment Wednesday thanks to a donation by Const. Brendon Vaillant, of the Tofino RCMP. Vaillant donated $2,000 to Wickaninnish Community School. Vaillant raised the money while working security for the Twilight Saga’s upcoming film, New Moon, at Long Beach this past March. Some of the money has already bought sports equipment, worn by these students.

CHRC shines a light on Location Managers

The Cultural Human Resources Council (CHRC) is pleased to announce the release of a Training Gaps Analysis (TGA) for Location Managers. This snapshot of training needs and offerings will help guide the film and television industry and its National Training Advisory Council (NTAC) in the effective deployment of the country's training resources.

The TGA aims to answer the following questions: what perception do location managers have of their degree of mastery of the skills identified in the Chart of Competencies for location managers? which educational and training institutions, and which professional organizations offer training in location management? and to what extent do the Canadian training offerings meet the training needs?

The location managers consulted agreed that their work involved important and demanding challenges, such as scouting locations in a tight timeframe, interfacing with the public, budgetary management in a context of limited resources, and identifying locations to meet script requirements.

The four recommendations made in the Training Gaps Analysis are aimed at fostering a strategy for the development of location manager skills that reflects both employer needs and issues and the needs of those working in the field.

A Very Different Kind of Travel/Adventure Show

Eve Kelly loves to swim and she loves to travel to the most exotic and hard-to-find swimming holes. As she globe trots in search of nature's best swimming spots, she recruits guys and gals from assorted backgrounds and walks of life to join her.

Whether it's dog sledding in the Yukon, kayaking in remote BC waters or camel riding in Australia, Eve's wide-eyed wonder and gutsy, up-for-anything temperament nets her a fun-loving mix of nature lovers and adventurers. Once arriving at the out of the way, but gorgeous destination, she invites her travel weary team into the cool refreshing waters for a group skinny dip.

Each episode of The Skinny Dip brings a completely different adventure. Different destinations. Different obstacles. Different dangers. Different modes of travel. And, of course, different skinny dippers!

Eve's travel adventures are not for the faint of heart nor the weak of body. During the series, her skinny dip teams travel by kayak, dog sled, camel and horse. They encounter bears, wolves, venomous snakes and crocodiles. Boats can capsize, bridges can break and trekkers can get lost. Throughout his life, Don Haig gave generously to emerging filmmakers. He contributed his time, knowledge and resources to helping filmmakers nurture their talents.

The Don Haig Award is presented annually to an emerging Canadian documentary filmmaker. The winner will receive a $20,000 cash prize generously sponsored by documentary.

"The Don Haig Award was founded in 2002 by a group of very dedicated colleagues and friends in the film industry in order to perpetuate Don's legacy in assisting emerging independent filmmakers," says Bill Schultz, honourary chair of the Award Steering Committee and Don Haig's life partner. "Don's first love has always been documentary, and he dedicated his life to it."

The Don Haig Award is presented annually as part of the Hot Docs Awards Presentation. In 2008, the Don Haig Award was presented to UP THE YANGTZE filmmaker Yung Chang. In 2007, the recipient was Toronto-based filmmaker Hubert Davis, director of the Academy Award-nominated short film HARDWOOD. In 2006, the Don Haig Award was presented to Quebec filmmaker Guylaine Dionne and Manitoba filmmaker Sean Garrity was the recipient of a Special Jury Prize.

"We’ve had outstanding support for Don’s vision and stellar winners of the award since its inception," says committee chair Joan Schafer.

This year’s Don Haig Award will be presented at the 2009 Hot Docs Awards Presentation on Friday, May 8, 2009.

Emerging documentary filmmakers from across Canada are eligible to submit an application for consideration by the jury, which will consist of representatives from Don Haig Award Committee, documentary, Hot Docs and a past recipient of the Don Haig Award. The group will collectively select the recipient.

Application Deadline: March 13, 2009

Application packages should consist of five copies of the following materials:

A DVD of up to three documentary films of which the filmmaker must have had creative control. Film schoolprojects and film students are not eligible for this award.
A current CV and bio, including any documentary broadcast credits or film festival credits.
A one-page letter stating why they feel they should be considered for the Award.
Three written references from professionals in the film and television community.

Projects that have been adjudicated once before at the application stage, but did not receive APCD support, are eligible to re-apply with the same project one additional time. KCTS 9 is now seeking submissions for season five of About Us, its award-winning local, independent documentary series.

SEATTLE, WA—KCTS 9, Seattle’s PBS affiliate, is now accepting submissions for season five of About Us, the Pacific Northwest’s only television series devoted exclusively to local documentaries byindependent filmmakers. Ideal submissions will be as close to 25 minutes or 55 minutes as possible,though films of all length will be considered. To be considered for this series, a film’s subject mattermust relate to KCTS 9’s primary service area of Washington state and western Canada. Films must also demonstrate strong storytelling and editorial integrity, and be suitable for a broadcast audience.

THE ASTRAL MEDIA SCHOLARSHIP

Hot Docs and Astral Media are pleased to announce the call for applications for the second year of The Astral Media EmergingDocumentary Filmmakers Scholarship Programme, an initiative designed for emerging-level filmmakers who are intending topursue documentary production as a viable, long-term career option. This programme was created for emerging documentaryfilmmakers in the regions of Quebec and British Columbia. Applications may be submitted in either French or English.

The programme is comprised of three components: The Doc U Scholarship Programme, the Kickstart Series BursaryProgramme, and the Toronto Documentary Forum (TDF) Scholarship Programme.

Astral Media’s Doc U Scholarship Programme provides five emerging filmmakers from Quebec and British Columbia withenrollment to the week-long Doc U programme. Now in its third year, Doc U provides doc-makers who are completing or whohave recently completed film school with invaluable behind-the-scenes festival experience through mentorship and curatedsessions with industry professionals. Astral Media’s Doc U Scholarship Programme provides a $1,000 travel stipend as well asfull industry accreditation to Hot Docs festival, conference and market events.

The Kickstart Series Bursaries will provide up to 20 emerging filmmakers from Quebec and British Columbia with enrollmentto the Kickstart programme, a day-long series of panels held during the Hot Docs conference that are geared to emerging andmid-career directors. Kickstart Bursaries will also provide recipients with full industry accreditation to Hot Docs festival,conference and market events.

The Toronto Documentary Forum Scholarship will provide full TDF Observer accreditation to two emerging filmmakers, onefrom British Columbia and one from Quebec. Hot Docs’ renowned market event, the TDF is a unique presentation forum thatassists independent documentary producers from around the world and their market partners to raise co-financing from theinternational marketplace. For buyers, the format offers a slate of pre-selected projects in development and production by someof the world's most interesting filmmakers.

ELIGIBILITY AND CRITERIA

Applicants must reside and work in either British Columbia or Quebec.
They must also:
- Be at an emerging career level with a demonstrated commitment to their profession (i.e. membership with aprofessional organization, volunteer work in the film and television industry, and a CV indicating past experienceworking in documentary)
- Have financial need and high potential illustrated through demonstrated success

Additional selection criteria:
- Candidates must commit to participating fully in the programme (schedules must be conducive to attending theevents/training)
- Candidates must be creative, innovative, resourceful, and willing to help push the boundaries of the documentary genre
- Candidates desire to deepen their understanding of financing, co-production, and access to broadcasters

Please include a cover sheet with your name, the name of your production company, your mailing address, telephone number, fax number and email address, followed by:
- A letter outlining your interest in participating in The Astral Media Emerging Documentary Filmmakers Scholarship Programme and how you feel you would benefit professionally from the experience (maximum 1 page)

- A brief description of your current documentary projects in development (maximum 1 page per project)

FILM INCENTIVE BC TAX CREDIT CHANGE TO BENEFIT INDUSTRY

VICTORIA – The Province intends to change the Film Incentive BC tax credit to further support the industry and encourage investment in B.C., announced Finance Minister Colin Hansen.

“The film and television industry contributes about $1 billion annually to B.C.’s economy and provides about 20,000 direct and 15,000 indirect jobs,” said Hansen. “This change will strengthen the industry and is part of our overall effort to encourage businesses to choose B.C.”

“The domestic market is an increasingly important part of the motion picture industry in our province,” said Tourism, Culture and the Arts Minister Bill Bennett. “This change will help make it easier for B.C.-based companies to access other markets, and to raise capital outside the province.”

The change to the Film Incentive BC tax credit will expand eligibility to allow all Canadian controlled corporations to qualify. This means companies that are Canadian-controlled rather than B.C.-controlled will qualify. This is consistent with the film tax credit program requirements in other provinces. The proposed change will be made effective for productions with principal photography beginning after Dec. 31, 2008.

The provincial government intends to introduce the legislation during the spring sitting for consideration by the legislature.

B.C. is the third-largest film and television production centre in North America. More than 200productions were shot in B.C. in 2007, including 47 feature films, 42 television series, 94 television projects – including TV movies, miniseries, etc. – and 19 animated series.

The Victoria Film Festival: Eight Days to the Final Deadline for Springboard

The final deadline for Springboard registration is just eight days away. Top North American broadcasters and distributors continue to confirm attendance. Selwyn Jacob from the National Film Board, and Jonah Zalken in charge of acquisitions at Bravo! (Canada) and Book Television will take part in the one-on-one sessions. Director Larry Weinstein, whose movie Inside Hana’s Suitcase is generating great festival buzz has confirmed, as has Richard Ledes, director of The Caller, another exciting festival film. Also, Eli Goree the Springboard Top 20 pick and actor extraordinaire will be here to talk about his experiences in the industry.

In addition, Harold Gronenthal will be here on January 30th to present a worldview of media and changing delivery systems. He’ll get you ready for your one-on-one sessions by helping you understand the changing technological dynamics to tweak your productions so they might work on different platforms (phones, internet and television).

Public safety and security agencies are participating in a multi-jurisdictional TIGER team to address geospatial requirements for security planning of the Vancouver 2010 Olympic Games. Members include RCMP, DND, EMBC, ILMB, City of Vancouver and ICIS representing its members from cities and utilities across British Columbia.

In meeting the above challenge, the team has identified a need to acquire regional coverage of aerial imagery in spring 2009 along with the generation of high-resolution ortho-photography. This will allow security agencies to have the most up to date base information to support a wide variety of analysis, planning, reconnaissance and response efforts related to security of 2010 Games.

PALM BEACH INTERNATIONAL FILM FESTIVAL EARLY DEADLINE DECEMBER 19

The early deadline for the 14th Annual Palm Beach International Film Festival (PBIFF), taking place April 23-30, 2009, is approaching! The early deadline for submission is December 19, 2008; the late deadline is January 23, 2009.

Last year’s festival attracted worldwide media coverage for filmmakers in the New York Times, A&E Network, Comcast, Variety, Hollywood Reporter and in hundreds of newspapers and magazine articles.

A&E Network selected the Palm Beach International Film Festival to be the first to participate in its new "A&E IndieFilms Spotlight" campaign. As part of the campaign, select films from PBIFF aired on the network and on the website, with one selected film televised nationally on A&E. The program was part of A&E IndieFilms' on-going efforts to highlight and support independent filmmaking.

The 2009 Festival will feature numerous seminars designed to help develop independent filmmakers of today and tomorrow. In addition to screenings of independent films representing filmmakers from around the world, the Festival organizers have planned eight days and nights of seminars, workshops, endless networking opportunities and parties at exciting and innovative venues.

Filmmakers worldwide are encouraged to submit their projects for consideration. All selected films are eligible to be included in the competition for "Audience Favorite" in the following categories – Feature, Short and Documentary. The competitive portion of the film festival is available in the categories of Best Feature, Best Documentary and Best Short along with other awards.

Berlinale Co-Production Market
Berlinale Co-Production Market is a two ½ -day forum for producers to introduce new projects to potential investors, distributors, and production partners. It is an opportunity to present a project in development work to leading international companies.

As the forum is held during the Berlin International Film Festival (February 5 – 15, 2009) – one of the most important A-film festivals worldwide –the opportunities for establishing contacts are excellent, as industry professionals from all over the world attend the festival.

At its forth edition in 2008, a total of 35 projects from 25 countries were presented. More than 450 participants from around the world met in over 1,000 pre-arranged one-on-one sessions with the representatives of the selected film projects.

Country Tables, Speed Matchings and a variety of networking events complement the one-on-one meetings.

In just six years, the BERLINALE TALENT CAMPUS has given the Berlin International Film Festival a new hub of creative energy. The 2009 edition promises again to unite prominent and seasoned film professionals with an international community of emerging talents who work or study in the areas of scriptwriting, producing, directing, cinematography, acting, sound design, production design, film editing, composing and visual arts. Its six-day programme touches on the essential issues of filmmaking: the latest technical developments, creative tools, stylistic trends, new markets and philosophical perspectives.

Submission deadline for new film projects: October 30, 2008
Effective immediately and until October 30, 2008, internationally experienced producers from all over the world can submit film projects to the 6th Berlinale Co-Production Market (February 8-10, 2009). Projects must have secured a minimum of 30% of their required financing and be suited to co-production in order to qualify.

The Berlinale Co-Production Market supports the selected projects in searching for production partners. Producers meet on location with potential co-producers, financiers, sales agents and international distributors, as well as with broadcasting and funding representatives. The Berlinale Co- Production Market team coordinates customised meeting schedules for each participant according to his or her wishes.

In addition to these pre-scheduled individual meetings, the Berlinale Co- Production Market includes a multifaceted program from which each of the ca. 450 participants can compile their own personal programme: Producers and financiers can take advantage of Case Studies, Theme Talks, Speed Matchings and numerous other networking opportunities.

Of the projects that participated during the first five years of the Berlinale Co-Production Market, 69 films have already been completed, equalling a success rate of 35%. 2008 was an especially successful year - not only the Berlinale, but also the Cannes and Venice film festivals each included a competition film that was a participating project at the Berlinale Co- Production Market. They were Feuerherz by Luigi Falorni (Berlin), Delta by Kornel Mundruczo (Cannes) and Milk by Semih Kaplanoglu (Venice). Ten other films were included in the programmes of larger festivals and opened at cinemas this year, including Flame & Citron by Ole Christian Madsen, which attracted over half a million viewers to box offices in Denmark and is currently playing in Germany, Mongol by Sergei Bodrov and Krabat by Marco Kreuzpaintner, which opens in German cinemas this October.

The purpose of this Request for Proposal is to select a qualified vendor to execute and operate the BCLC 2010 Community Event program around the province of BC. The 2010 Community Events program is designed to bring the Olympic and Paralympic experience to communities across BC and must convey the spirit of the 2010 Olympic and Paralympic Winter Games.

Freeze Frame requires an Executive Director to ensure this 12-year old organization continues to provide quality programming in both French and English for years to come. Our programming includes an annual International film festival, year round video production workshops, a youth video competition and tours to rural and northern Manitoba.

Freeze Frame also requires an Workshop Facilitator who is fully bilingual (French and English) and who enjoys teaching children and teens how to make movies.
